Europe needs to account for the emissions of imported goods. That cannot happen without the international agreement on standards and certification systems for the carbon intensity of all steps in the value chain for all relevant products. Dolf Gielen and Francisco Boshell at IRENA and Massamba Thioye at the UNFCCC explain that several such systems exist around the world, but they need to be harmonised and widely adopted to truly reflect what is happening.

Abstract Understanding who would be affected in which way by carbon pricing is pivotal for effective and socially equitable policy design, addressing climate change and reducing inequality.
The Organisation for Economic Co-operation and Development (OECD; French: Organisation de Coopération et de Développement Économiques, OCDE) is an intergovernmental economic organisation with 38 member countries.
Generally, OECD members are high-income economies with a very high Human Development Index (HDI) and are regarded as developed countries.
This guide presents the Trade in Value Added (TiVA) indicators published by OECD. The latest indicators were estimated based on the 2018 release of OECD’s annual Inter-Country Input-Output (ICIO) tables which cover the period 2005 to 2015.
